# Preparation Steps:
01 - Preheat the oven to 400°F. Line a large sheet pan with parchment paper or foil.
02 - Heat a skillet over medium-high heat. Brown the ground beef, breaking it apart, for about 5 minutes.
03 - Add diced onion and minced garlic to the skillet. Cook for 2 to 3 minutes until softened.
04 - Incorporate chili powder, cumin, smoked paprika, salt, and black pepper. Add water, then simmer until most liquid evaporates, about 3 to 4 minutes. Remove from heat.
05 - Spread tortilla chips evenly across the prepared sheet pan.
06 - Spoon the seasoned beef evenly over the chips; then sprinkle black beans and cheese on top.
07 - Place the pan in the oven and bake for 8 to 10 minutes until cheese is melted and bubbling.
